Apple VPP device targeting, so Apple ID not required
It would be great if you could target volume purchased apps through Apple VPP directly to devices, so that you wouldn't initially need an Apple ID to sign up for the Apple VPP program.
This feature has been added to the admin experience in the new Azure portal, but it will not show up in the Silverlight portal.
We have started the process of migrating the existing Silverlight Intune admin experience onto the Azure portal.
I won’t set this status to “complete” until we’re truly done, but while we are in the process of rolling this out, I don’t want to tie up your votes. I’ve created a new status called “release in progress”, which will close this out for new votes, return your existing votes, but leave this item open for comments. I know everyone wants it ASAP, but it will take a few months to migrate everyone. You will be notified when your tenant is ready for use on the new Azure portal. We appreciate your patience.
(You can also create a new trial tenant to see the feature in preview. Please remember it’s still preview – we won’t call it final until we’ve worked out the bumps.)

We need to have this feature to support our shared Apple devices for Epic Rover. We will use another tool if this feature is not avail in the next few months.
We are looking at replacing Airwatch with Intune, however we can't proceed until this issue is addressed.
Would love to use Intune but the inability of utilizing device assignment for VPP apps is a barrier for our schools.
Any idea on when this feature will be implemented?

Apple recently released the Volume Purchase Program (VPP) that solves one major issue for enterprises: AppleID creation and management. The goal behind VPP is to allow enterprises to assign apps without requiring an AppleID. This works ONLY if the app is assigned to devices and not users.
Intune however, only allows app assignments to users and not devices, thus requiring an AppleID on each iOS device.
This creates a lot of issues:
- Creating AppleIDs and managing them consumes a huge amount of time.
- Using AppleIDs means that iOS will request the password from time to time. This means you have to hand out the AppleID account password to the end-user at some point in time either for app updates or following an iOS update etc..
- If the AppleID is being created at the same time the iOS device is being set up for the first time, then you will be bombarded with pop-ups requiring you to login to the App Store to accept the terms, complete your profile and accept the Microsoft App assignment. It becomes incredibly hard to finalize the device this way.
You need to provide the ability to assign apps to devices ASAP. This is not just a feature but a vital part of enterprise integration.
Yes, I 100% agree, this has been a feature for iOS since iOS9 and many other MDM solutions already have this feature available; and for environments with shared and kiosk devices this is a critical feature.
Device based VPP deployment is an important feature for us, managing iTunes accounts on shared devices is causing unnecessary support calls from users.
