    just came accross this issue also and wasted half a day and hours with Microsoft support, basic logic doesn't exist in InTune

    I would add a little bit more to this request to not only block enrollment based on licensing but also properly communicate that reason. If an Intune license is not assigned, the user should not be able to enroll in Intune and the message presented should accurately reflect that enrollment is prevented due to licensing reasons.

    The current error message for this scenario is misleading. The error message shown to the user is that the device is not compliant and the device settings need to be changed. This is obviously untrue and the cause has nothing to do with the device or the settings.
