That is to apply custom XML to applications. The ACE community with vendors like SalesForce are using this suite to have their applications managed across different MDM's. Based on the documentation from AppConfig and SalesForce, this suite can be used by AirWatch or MobileIron to create managed applications - similar to what you can do by wrapping the apps with the Intune SDK.
SalesForce is one of the vendors that doesn't support wrapping their application or providing an Intune wrapped version, like they used to with "Good for SalesForce1". By Microsoft supporting this configuration, vendors that use ACE could be deployed as Intune managed applications that work with other applications such as Outlook.

Confirmed that it is currently by design that conditional access allows only one identity per device at this time. We hear that you need this and we’re looking into it. I’ve changed the title and category to indicate that this is related to conditional access.

There is a license SKU that you can use to elevate Windows 10 Pro to Windows 10 Enterprise for enrolled devices - this would allow you to configure the Windows 10 Endpoint Protection Policy for BitLocker to your devices.
