I'm requesting this as well. Airwatch & Mobile Iron both allow a administrator to enroll via a URL w/o use of an AppleID. That process will download the management profile, and then the admin can deploy the management agent via VPP device-based licensing.
This isn't a fringe case either. We should be able to bulk-enroll devices (without DEP). Not having this features makes DEM ~ Device Enrollment Managers functionality in Intune almost worthless.

But I’m hearing from a few people that this still doesn’t really help users get to local printers, and that seems the original intent. (@Henrik, if you’re getting this, please weigh in!)
