What platform is this issue with. I’m only seeing IOS devices in your comments, so wanted to double check.
Also, are you having this issue with shared devices or just re-deployment? Unclear from all the comments. Do you want to keep all installed apps on the devices? Depending on your platform, you should be able to already do this for shared devices.
Update on this? Huge issue for us from a hardware management aspect. We have to reset devices when there is turnover, or promotions, demotions, roll changes...
Windows devices for us. Android and iOS devices are simple to reset and let new users sign in to them in our experience and we have like 1800 mobile devices out there.
Our struggle is the Intune Assigned User for Windows devices and not being able to easily switch the assigned user.
I can go into more depth as far as the workload for our team, Freeing up O365 licenses, and other issues if you'd like.

Its a super frustrating issue.
I looked into using Graph API and PowerShell. I was able to reassign devices in Azure AD but could not change the registered user/owner in Intune. That was late 2017 tho, I haven't tried again. If you figure it out please dear god let us know. This is about the most frustrating and ridiculous issue to have, along with not being able to track company android devices.
This issue is such a pain point! I am angry right now just thinking about this. Trying to not cuss here. I think part of it is because it is such a ridiculous problem to have to deal with. The limitations around a DEM setup kills that solution for us. I truly cannot find the words that express my frustration with this. Just typing this up is making me want to go throw something at a wall. Fix it.

But I’m hearing from a few people that this still doesn’t really help users get to local printers, and that seems the original intent. (@Henrik, if you’re getting this, please weigh in!)
