There is also an issue if you don't have Internet Explorer installed.

And put a powershell detection script like Win32 apps in Intune, and the script could trigger based on the detection when needed.

Microsoft is preparing a Delivery Optimization In-Network Cache (DOINC) Windows Server feature.

    https://docs.microsoft.com/en-us/sccm/core/plan-design/hierarchy/delivery-optimization-in-network-cache

    https://docs.microsoft.com/en-us/intune/delivery-optimization-settings#local-server-caching

I have successfully installed DOINC server on a Windows Server 2019 in workgroup using the DOINC installation files from Microsoft Configuration Manager 1906 (and install parameters from distmgr.log) and configuring device configuration profile for delivery optimization in Intune. It works (!). I have confirmed that my Windows 10 test devices pull down store app updates, windows updates and upgrades etc. You can confirm using Get-DeliveryOptimizationStatus on the client, and by monitoring network/disk writes on the DOINC server, and IIS Manager - DOINC adds some configuration that allows you to monitor requests, disk cache and bandwidth savings.

Currently, this would not be supported or allowed per license terms, but it's fun to test and it might give an early taste of what is to come from Microsoft.
