We are also having this issue with Windows Firewall in Compliance policy. It is showing the error even though the Firewall is enabled.
Also showing it for Antivirus despite our third-party showing in Windows Defend as the active AV

This is not working for our deployment .
The only workaround we have found is to go to the end user's machine, open Bitlocker Management and select the save recovery code to cloud account option.
The recovery code then shows under the devices in Azure AD.
