I desperately need this feature. We need to deploy policies and apps which are critical first before all other useless apps get installed.

Having to install MSI packages as win32 apps to work around this by using dependencies is not an elegant solution. This only resolves a small portion of problems.

We need the ability to dictate what is the sequence everything should be deployed easily.

I highly back this up. There are tons of web applications now for the enterprise and it works better to have each of them as individual PWA apps instead of tabs inside a web browser.

I personally use the following PWAs for example:
    Sharepoint
    Forms
    Linkedin
    Facebook
    Facebook Messenger
    Google Contacts
    Google Messages
    Gmail
    Google Photos
    QuotientApp
    Zoho CRM
    Gocardless
    Xero accounting

I'm sure there are tons of other uses for PWA, for me it works as a better way to find the application I want as I can see their icons as we recognise images 100 times faster than text compared to a tab in Edge.
